City staff requested and the Leavenworth City Council on June 24 approved task authorization number 4 under the city’s 2025 on-call utility engineering contract with RH2 Engineering to design water-main connections and upgrades at three locations.
Brentley, a city staff member who presented the item, said the work will close gaps and upsize undersized lines on Satterlund Street, West Center Street and Singletary Street to improve flow and water quality. "This authorization particularly is going to actually close those locations or upsize those locations," Brentley said.
Brentley said the task authorization covers design and surveying work; construction would follow in a later phase. He estimated the construction cost at roughly $500,000 to $600,000 but said the figure is preliminary and will be refined during design. Staff also told council that the city has budgeted approximately $500,000 in the waterfront budget for two of the three streets and that the city may apply for the Drinking Water State Revolving Fund (DWSRF) for construction financing; that program would provide a loan rather than a grant.
Council moved and seconded the authorization, which the presiding officer said passed unanimously. The council directed staff to return with refined estimates and confirmed the earliest expected construction start would be next year.
Why it matters: the project aims to correct undersized lines and nonlooped sections that can produce low flows and water-quality problems for multiple homes. Staff noted the designs could inform whether trench cuts or full roadway reconstruction is necessary and that some streets in the project area are in poor pavement condition — a choice that will affect total construction cost.
The council approved the task authorization with a not-to-exceed design fee of $97,547 for RH2 Engineering; staff will present the finalized design, refined cost estimates and recommended construction funding strategy to council when available.
