Moreland board approves three-year tentative agreement with teachers, holds AB 1200 disclosure hearing

The Moreland School District Board of Trustees on Tuesday approved a three-year tentative agreement with the Moreland Teachers Association that includes a lump-sum salary increase, new longevity steps and other contract changes, and held a public disclosure hearing under AB 1200 to document the budgetary impact.
The agreement, presented to the board by district negotiators and staff, raises each cell on the salary schedule by a $3,380 lump sum and establishes new longevity payments of $1,000 at year seven, $2,000 at year 14 and $3,000 at year 21. The board opened and closed a public disclosure hearing under AB 1200 to show the county the district can meet the agreement’s obligations before voting to approve the tentative agreement.
District staff described a suite of other changes designed to address retention and scheduling issues: expanded stipends for advanced degrees and national board certification, inclusion of special education pay in the increase formula, merger of separate preschool pay scales into a single Moreland preschool scale, six collaboration days for preschool teachers, unified shortened days to make schedules more consistent across schools, and clarified language around discretionary and extended sick leave.
Dr. Clover Hood, Moreland superintendent, thanked negotiators and said teams from both sides worked quickly in four sessions to reach the package. "We got it done quickly. I feel like both teams walked away, feeling good with a good deal," Dr. Hood said.
Board members praised the bargaining process and the package’s mix of compensation and non-monetary changes. "A lot of creative solutions and some long standing issues were addressed," said Board member Deborah Davidson, noting the district and union walked through negotiations together. Several trustees said the result should help with retention.
The board held a public disclosure hearing required by AB 1200, opening the record and asking for public comment; none was offered. The board then voted to approve the AB 1200 submission and the tentative agreement.
The tentative agreement will be presented to the rank-and-file MTA membership for ratification; the AB 1200 filing documents the district’s ability to fund the contract and is submitted to the county as required by state law.
Board action on the agreement was taken by motion and approved by voice vote. The district reported the agreement’s immediate fiscal impacts during the hearing and confirmed staff will continue to track and report actual budgetary effects in regular budget documents.
