Board approves Lockett Estates domestic water improvement district and appoints interim board

The Coconino County Board of Supervisors approved formation of the Lockett Estates Domestic Water Improvement District (DWID) after a public hearing and staff verification that the petition met statutory requirements. The action establishes a local, property‑owner governed district to purchase, operate and maintain an existing water system that currently serves the subdivision.
Attorney Jeff Crockett, representing petitioners, outlined the proposed district boundaries and said the DWID would acquire an ADEQ‑regulated public water system that includes a registered well (ADWR well 55‑583957), a 50,000‑gallon storage tank and underground distribution lines. Crockett stated the petition included signatures from a majority of property owners and that the homeowners association owns the common tracts where the well and tank sit.
The board appointed three interim directors — David Hayward, Edward Wiebe and Agnes Droge — to serve until elections can be held at the next countywide general election in 2026. Clerk of the Board Lindsay Daley confirmed the petition met the majority ownership test under Arizona law and that the three proposed interim directors are registered voters within the district boundaries.
Supervisors noted DWIDs give local control over water service and financing options and voted unanimously to adopt Resolution 2025‑33 creating the district.
