Nixa approves up to $2.2 million contract with Hamby Construction to remodel City Hall

The Nixa City Council on June 24 approved resolution 2025-32 authorizing the city administrator to execute a contract not to exceed $2,200,000 with Hamby Construction LLC for a remodel of City Hall.

City Administrator Jimmy Liles said the contract will be executed under a Sourcewell cooperative purchasing agreement and that Hamby told staff it had the capital to complete the work within an estimated six to eight months. "They have the capital in which to do this, and can actually complete this project in 6 to 8 months," Liles said, while cautioning that construction schedules can vary.

Liles and Finance staff outlined the funding mix budgeted for the project: $365,000 from the electric fund, $395,000 from the water fund, $349,000 from the wastewater fund, and the remainder from the general fund and American Rescue Plan Act (ARPA) funds, according to the finance briefing during the item. The remodel will bring the utility billing department into City Hall, add office space, shift the main entrance to the building's center for added security, and expand the council chambers to provide more seating and improved audiovisual capacity.

Liles said staff worked with Hamby on phasing so the building can remain open during construction, though he warned there may be one or two meetings the council must move to alternate locations. He said the schools, fire district and parks facilities had offered space as options.

Council member Aaron Peterson moved to approve the contract authorization; Kelly Morris seconded. The motion carried by voice vote. The contract is authorized; staff will proceed with construction planning and phasing while maintaining city services during the remodel.
