Council authorizes solicitation for new Nixa police facility bid package

The Nixa City Council on June 24 approved resolution 2025-31, authorizing staff to solicit bids for the construction of a new police department building on city-owned property along North Leanne Drive.

Police Chief Joe Campbell presented the resolution and said the bid documents were prepared by the city owner's representative, Navigate Building Solutions, with architectural work from Insight Design and Chiodini Architects. He told the council a minor plumbing correction concerning a backflow preventer had been identified and would be incorporated into the bid set before solicitation. "They assured us it was a very minor adjustment," Campbell said of the plumbing correction.

Campbell explained the next steps: advertise the 600-plus page bid set, accept bids, use a shortlist and interview process, and expect to return to council in late July to request approval to enter into a construction contract. City Attorney Mike Woodman (referred to in the meeting as council attorney) reviewed the project contract, Campbell said.

Council members asked whether council would need to reconvene to approve the award; staff explained that under the purchasing code council approves the solicitation and staff performs the award. Councilmember Darlene Graham moved to approve the resolution and Sean Lucas seconded; the motion carried by voice vote.

No construction contract was awarded at the meeting; the resolution authorizes solicitation only. Campbell and staff said award recommendations and a contract approval request are expected to be returned to council after the bid review and shortlist process.
