The Woodbury County Board of Supervisors voted to approve retroactive supplemental pay for the employee who served as the appointed deputy in the county auditor's office during the 2024 staffing transition following the death of the prior finance director.
Supervisor Young introduced the item and noted the work performed under difficult circumstances during budget preparation. The board discussed compensation-board guidance suggesting a $5,000 stipend; supervisors said they were advised that directly increasing an elected official's permanent pay is not permissible, so the board approved supplemental pay to the appointed employee instead.
"This is not a situation that anyone can say is duplicated in any other department," Supervisor Young said, describing the extraordinary circumstances and the intense workload the employee assumed. Young told the board he checked with the County Attorney's Office and that supplemental pay is allowable where it is tied to extra services and the nature of additional work.
The motion to provide retroactive supplemental pay passed by unanimous vote. Supervisors said the payment applies to work done while the employee served as the deputy during the transition; it will not change the employee's permanent base pay or set a precedent for raising an elected official's salary.
The board instructed staff to process the supplemental payment according to county payroll procedures.
