Councilors Pilar Faulkner and Lee Garcia introduced a proposed resolution Tuesday to submit a charter amendment question to Santa Fe voters on the Nov. 4, 2025 municipal ballot.
The proposed ballot question would amend the city charter to require the governing body’s consent before a mayor can remove the city manager, city attorney or city clerk. Faulkner and Lee Garcia said the idea is to create a check on mayoral removal authority for positions that serve the entire city government.
Councilors described the proposal as an effort to “strike a balance” between the council and a strong-mayor administration. Lee Garcia said the targeted positions are not cabinet roles for a mayor and “work for the city in totality, which includes the city council.”
The item was introduced for referral; a separate process will be required to place the question formally on the ballot, including any required legal review, formality of ballot language and scheduling steps with the city clerk’s office ahead of the November election.
