Santa Fe council adopts Vision Zero goal, amends target year and adds annual reporting

The Santa Fe City Council unanimously adopted a resolution establishing the city as a Vision Zero community and approved an amendment that adjusts target language and adds an annual reporting requirement.
Councilor Michael Garcia, speaking as the amendment sponsor, said the Bicycle and Pedestrian Advisory Commission (BPAC) reviewed the resolution and recommended technical and goal-related changes. He described the changes as largely grammatical but noted a substantive change: moving the target year for eliminating avoidable traffic fatalities from 2050 to 2040 and adding a requirement that the city manager provide an annual update on activities and accomplishments supporting the Vision Zero goal.
The city attorney advised the council that the resolution should use the word "avoidable" because not all traffic fatalities are avoidable under current conditions; the attorney gave the example of a medical seizure prompting a crash. Council members discussed availability of the signed amendment document and confirmed the redline version read by the sponsor was the amendment approved on the record.
Councilors approved amendment A and then approved the main motion as amended on roll-call votes. The resolution directs the city manager to take steps in support of the Vision Zero goal, and the adopted amendment sets the target year at 2040 and requires annual progress reporting.
