West Palm Beach commission adopts ordinance to streamline construction traffic and parking permits

The West Palm Beach City Commission unanimously approved Ordinance No. 5135-25 and Resolution No. 158-25 on second reading Monday, revising construction traffic management and construction parking permit requirements and adding a fee for review and administration of the program.

City Traffic Engineer Veronica Altuve told commissioners there were no changes from the first reading and summarized the ordinance as an amendment to chapter 86, articles governing stopping, standing and parking to delete section 86-245 (construction project parking) and amend section 86-246 (construction traffic management plan).

The vote on the motion to adopt the ordinance and resolution was unanimous. The motion, which included passage of the companion resolution that creates a fee in the comprehensive fee schedule, passed with no recorded opposition.

According to the ordinance text read into the record, the change revises plan requirements and the approval process for construction traffic management and construction parking plans, and adds a codification and separability clause. The resolution adds a fee for review and administration of the construction traffic management and parking permit program.

Altuve said there were no substantive changes from the first reading. No members of the public or commissioners requested amendments during the second-reading hearing, and staff did not present additional conditions beyond those in the published staff report.

The ordinance takes effect as provided in the ordinance text. City staff will apply the revised permit application and review process to future construction-related permit requests and collect the newly established administrative fee when applicable.

Commissioners completed the vote without further discussion and moved on to the next agenda item.
