Council authorizes POW/MIA flag display at city facilities as space allows

The Palm Springs City Council voted June 25 to add POW/MIA flags to the city's official flag-display policy and to fly those flags at city facilities where flagpoles are available, subject to the federal order of flag precedence and space limitations on individual poles.
Teresa Galavan, assistant city manager, presented the staff request, explaining that the council had previously asked staff to bring forward a policy to fly POW/MIA flags on specified dates. Council members asked how the flags would be ordered on poles and noted that some poles can display only three flags; Council member Garner flagged conflicts such as the Pride flag in November and Veterans Day on Nov. 11. A council motion instructed staff to fly POW/MIA flags at all city facilities with flagpoles and to do so "as space allows" and in the required order (U.S. flag first, POW/MIA flag second, state flag third, then others).
The decision formalizes a recurring public request and directs staff to purchase appropriate flags and draft a one-page holiday and flag schedule for council review to avoid confusion when pole capacity is limited. Staff said they will return with updated policy language and an implementation schedule.
