Sussex County Council voted May 20 to approve a change order and a one‑year extension for the county’s general labor and equipment contract with George & Lynch, Inc.
Mike Harmer, county engineer, told council the competitively solicited contract covers time and equipment for capital projects and emergency responses. The engineering department said ongoing work — including pump station rebuilds, directional drilling, pipe liners and temporary sinkhole repairs — requires additional funds. The recommended change order increases the fiscal‑year 2025 contract by $1,300,000, raising the contract total to $6,249,784.
Council also approved the first one‑year extension at unit prices previously bid, in a not‑to‑exceed amount of $5,000,000, contingent upon approval of the FY2026 budget. The motion to approve the change order and extension passed on a recorded vote.
Engineering staff said the contract mechanism is intended to allow timely response to emergencies; the department identified specific projects that will draw on the change‑order funds. Council members voted without further amendment.
