Financial advisers flag possible 20–25% utility rate increase; director cites rising water use

The Village of Jackson Board of Public Works heard an update on the 2025 utility rate study on June 24 and was told the village may need a 20–25% increase in utility rates beginning next year to cover capital and accounting adjustments.
A representative of Ehlers, the village’s financial advisor, told the committee that while the memo did not contain an estimated rate increase, their current work shows “we're still looking at a range between a 20 to 25% rate increase starting the beginning of next year.” The board was scheduled to hear a full presentation by Ehlers at the July 8 meeting.
In the Director of Public Works report, Jack said water usage continues to rise and cited three possible contributors: a service break on Crestview Drive that had been leaking for some time, more residents moving into neighborhoods and increased irrigation use. “With those 3 things, I think that that's probably some of our added consumption,” Jack said.
Board members were advised that the rate study work has been more laborious than staff anticipated and that numbers presented July 8 will provide a more detailed estimate. The board did not take any final action on rates at the June 24 meeting.
