Weber School District facilities staff told the board they will seek approval to select Hogan Construction as construction manager/general contractor for a remodel of the district warehouse and to build offices and a training center, a project staff said will free space at the Twelfth Street site for student programs including 2 Rivers and adult education.
A capital improvement presenter summarized committee membership and work, and said the committee meets monthly to evaluate capital needs, emergencies, land transactions and large projects. The presenter said the committee recommended awarding the CM/GC contract to Hogan and that the district will use a combination of outside contracting and self‑performing work to lower the guaranteed maximum price (GMP). The presenter asked the board to support the selection process so staff could finalize a GMP and return for dollar approval.
Staff described sharp increases in construction and maintenance costs over the past decade and cited examples districtwide: West Weaver Elementary was built for about $13.5 million roughly ten years ago while Roosevelt now costs about $46 million, figures the presenter used to illustrate rising market prices. Staff also described recent building emergencies that are affecting budgets and capacity planning, including a Fremont boiler failure (staff gave an $800,000 replacement estimate for a same‑model unit), a Snow Price air‑handler need estimated at $1.5 million, a Roy High leaky roof with an estimated full replacement cost of $1.7 million, and a broken UNO pipe repair that cost about $25,000.
The presenter said the district completed 4,898 work orders and 111 budget request projects this year, and noted recurring inflationary price increases from vendors for maintenance equipment. Staff said the proposed warehouse remodel would create office space, a new training center and a bus maintenance bay, allow relocation of custodial, child nutrition and home/hospital services, and open classroom space at Twelfth Street for student programs. The warehouse location was identified as “BDO Building 10 A” adjacent to the tech center.
Staff said it issued a request for proposal for CM/GC services, scored five applicants, and recommends Hogan and Associates based on the scoring and proposed GMP reductions through some self‑performed work. The presenter said the CM/GC selection and the GMP will be brought to the board for final approval at a later meeting.
No formal vote took place during the study session; staff presented the recommendation and requested the board’s permission to proceed through the selection and GMP finalization process.
