Board directs staff to pursue urban reconstruction option for Eagle Drive; approves design contract amendment

The Village of Jackson Board of Public Works on June 24 endorsed an urban reconstruction concept for Eagle Drive that includes curb and gutter, stormwater improvements and a sidewalk, and approved contract amendment No. 2 for Grama and Associates for $301,825 to advance design and permitting.
Staff presented three concepts: rural reconstruction in place, rural reconstruction with a sidewalk on one side, and an urban reconstruction with curb, gutter and sidewalk on one side. Jack, director of public works, recommended the board select the urban reconstruction option with stormwater improvements; he noted that cost estimates do not include land-acquisition costs, which would add to the project total.
Board members raised questions about sidewalk placement, right-of-way constraints near a roundabout and whether sidewalks should be on one or both sides through certain segments. Jack and other staff said land acquisition at the intersection could be difficult because earlier roundabout work required property purchases for fit. The board asked staff and the engineer to include an alternate that evaluates concrete pavement for a segment (Northwest Passage/industrial) and requested an engineer’s estimate for the concrete option.
The board also approved an amendment to the Grama and Associates contract, increasing the firm’s agreement to $301,825 to cover additional design work for Hawthorne, Aspen, Linden and the Eagle Drive work. The amendment was moved and approved by voice vote.
