Weber School District seeks board approval to buy land near Roy Elementary; road project RFP issued for Lot 4

Weber School District staff asked the board to approve two property acquisitions: a parcel from the Mia Family Trust adjacent to Roy Elementary for $275,000 intended to expand pick-up/drop-off, parking or bus circulation, and a second acquisition of roughly 6,813 square feet (Lot 4 A) to enable construction of a new road and sidewalk connection tied to an IFA agreement.
Mr. Hadley told the board the Mia Family Trust parcel is priced at $275,000 (about $14.92 per square foot in staff's calculation) while neighboring parcels were described as selling for a little over $17 per square foot. Staff said the district already controls a walkway behind the parcel and expects the acquisition to support safer circulation on the north side of 5600 as the roadway expands.
On the second parcel, staff described an agreement with the Intermountain Facilities Authority (IFA) coupled with engineers' plans and a construction RFP that was issued Tuesday for a road that will connect behind a car wash and turn to Twelfth Street. Staff said the original plan to purchase property from the car wash did not proceed and the district is pursuing Lot 4 A from IFA to accomplish the road alignment and add a sidewalk.
Finance for the purchases was explained by Rob, who said UDOT earlier purchased eight district lots near Haven Bay for $1,860,000; after closing costs the district received approximately $1,700,000 that staff plans to use to fund the two acquisitions. The RFP for the Lot 4 road went out on Tuesday, staff said.
Board members asked timing questions; staff said construction will wait until UDOT's nearby roadway work is complete so district construction does not interfere with UDOT work. No formal purchase vote was recorded in the study session; staff asked for board approval to proceed and said they will return with final documents once terms and timelines are firm.
