Commissioners approve administrative map amendment and one sewer allocation for Brooks Farm property

Kent County commissioners voted to approve an administrative amendment to the county comprehensive water and sewer plan to add tax map 0051, parcel 0560, lot 5 (Brooks Farm LLC/Herman Hill) to the Rock Hall sewer service area and to grant one sewer allocation for the property.
Public Works Director Dan Matson told commissioners the property had been approved historically for multiple mound on‑lot systems before a sewer main existed; the lot was never included on the county sewer service maps and staff coordinated with the Health Department and Maryland Department of the Environment (MDE) to determine that this was a minor omission. Matson cited section 1.6.0.2.0.3 of the Kent County comprehensive water and sewer plan, which allows the Public Works director to amend the map administratively to correct minor errors of fact; MDE confirmed the property met the criteria for administrative correction.
Matson said the health department also issued a spring letter confirming the parcel is capable of supporting on‑lot sewage disposal but that connecting to sewer would be environmentally preferable. Commissioners discussed the property history, confirmed staff coordination with MDE and the health department, and approved a motion that enacted the administrative amendment and approved one allocation for the property. Matson said staff will forward the amended map and meeting minutes to MDE for its records.
