Jackson County extends RCTP FY23 grant for City of Subula, approves FY26 RCTP awards to Monmouth and Bellevue

The Jackson County Board of Supervisors on June 24 voted to extend a previously tabled FY23 RCTP (Rural County Transportation Program) grant for the City of Subula and approved this year’s RCTP funding agreements with the cities of Monmouth and Bellevue.
The board untabled the Subula item and approved a motion extending the FY23 RCTP grant for the City of Subula through June 30, 2026, with no further extensions. The motion was made by Mike Stennis and seconded by Nin; the board approved it by voice vote.
County engineer’s office staff told the board Subula reached and awarded a contractor but the contractor did not perform work and later became incommunicado. Jaden Shekel, county engineer’s office, said the city had solicited bids multiple times but “the contractor never did anything” and the currently assigned contractor was likewise not responding. Shekel said the award amount on the FY23 grant was about $20,000 and that if the county reclaims unspent grant funds they would return to county funds rather than be reallocated to another jurisdiction.
To help the city finish the work, county staff offered to supply a list of four to five contractors who have historically done similar work for the county. The board directed staff to coordinate with Subula and to copy supervisors on follow-up emails so the county stays informed.
Separately, the board approved two FY26 RCTP funding agreements: $25,000 for the city of Monmouth and $12,600 for the city of Bellevue. The board approved each agreement by motion (Monmouth motion by Nin, second by Mike; Bellevue motion by Mike, second by Nin). Both agreements are one-year awards, county staff said.
No additional conditions or amendments to the Monmouth or Bellevue agreements were stated during the meeting. The board recorded the approvals by voice vote.
The RCTP extensions and awards were discussed during the county engineer’s report and were processed as motions on the consent/discussion agenda; staff and supervisors said they expect to monitor contractor performance and the timing of any work completed under the grants.
