Commission backs rezoning for Hartman Drive site to add greenhouses, festivals and extended tent use

The Lebanon Planning Commission voted to send a positive recommendation to city council for a rezoning request by O and M Development covering about 6.5 acres at 522 Hartman Drive and adjacent unaddressed properties on Coles Ferry Pike and Hartman Drive.
Staff explained the rezoning would retain current commercial‑service uses except tattoos and vape stores, and would add uses including greenhouse nursery production and sales, sanctioned festivals with vendors, year‑round food truck trailer sales and periodic food truck events, music events, farm‑to‑table events, indoor and outdoor rentable event space, and use of tents for all‑season picnic shade. The proposal also allows the tent to remain erected for up to 300 days per year for the first three years after zoning; after three years a permanent structure would be required.
Staff recommended approval, saying the proposed Special Business (SB) standards align with the property’s current and future land‑use designations. The commission made a motion for a positive recommendation to city council; the motion was seconded and approved by voice vote. The ordinance is expected to go to city council for a first reading and public hearing on July 15, with a second reading on Aug. 19.
Commission discussion focused on permitted uses and compatibility with surrounding land uses; no public opposition was recorded at the meeting.
