Medina’s economic development director told council the city found three additional orphan underground storage tanks during recent investigative work at the Yosunoko site and that soil samples have been sent to a lab for testing.
The director said contaminated soil that was visibly identified was removed using a photo-ionization detector and replaced with clean fill for public-safety reasons. She said lab results are pending; once those results and supporting documentation are compiled, the city will submit an application to the Bureau of Underground Storage Tank Regulations (BUSTR) within the Ohio Department of Commerce to request a no further action (NFA) letter.
She added that Campbell Oil still maintains a monitoring well and has completed soil borings; BUSTR will also consider those results as part of the NFA process. The director said that both sets of results are required to obtain the state NFA before any development can proceed on the site.
Action/next steps: Staff will assemble lab data, photos, and reports and submit the application to BUSTR; the director said the NFA process normally takes a couple of weeks after application submission. The city will keep council apprised of results and the sequence of approvals required before development can move forward.
