Metropolitan Council approves 2025 second‑quarter unified budget amendment

The Metropolitan Council on June 25 voted to adopt the 2025 unified budget amendment (business item 2025‑107), updating operating and capital budgets in regional administration, community development and transportation.

The amendment incorporates additions to staffing and contracts in regional administration (including procurement and human resources), increases to consulting and Microsoft contract funding in information services, adjustments to motor vehicle sales tax and regional sales tax revenue forecasts, and capital funding brought forward for the Green Line Extension and other projects.

Councilmember Johnson moved the measure and it was seconded; the council took a roll‑call vote. Members recorded on the roll call as voting “aye” in the transcript were Johnson; Jabless; Doctor Tyrone Carter; Pacheco; Liljegren; Osman; Morales; Doctor Cederberg; Vento; Wolf; and Anne Selby. The motion carried.

Key changes described in the staff report and the committee review included adding two full‑time equivalents in procurement, four FTEs in human resources, $9 million to consulting and contracting in information services and $3.8 million to Microsoft contracts and data security. The amendment brought $140 million from Hennepin County and federal sources into the Green Line Extension capital budget and moved $1.4 million in Invest funds within transit capital/operating accounts to align federal and local sources. Community development received $500,000 for local planning assistance grants.

Council members thanked staff for the work required to compile the amendment and asked staff to correct a procedural discrepancy between the committee report and the business item language; staff said the record would be corrected.

The amendment was approved as presented and the council moved on to the consent agenda.
