Sunbury City Council approved Change Order No. 8 Monday for the Susquehanna Avenue project, which reduces the contract price by $22,790.58 because of adjusted quantities, city staff reported.
The change order reduced the contract price to $3,294,679.98, staff said. During discussion several council members questioned who would ultimately bear costs tied to disputed work and whether the city should pay to correct work a resident or another contractor said was done improperly.
Council members described a dispute involving homeowner concerns, the contractor G & R Charles (as referred to in the meeting), and a separate contractor brought in by a resident to evaluate the work. One councilmember said the city should not pay to correct another contractor—s mistake without clearer documentation of responsibility. Others said the matter appeared to be a contractor-versus-contractor dispute and noted the city was not party to the private agreement.
City staff said the change order represented quantity adjustments and that the reduced total was below the original contract amount. The council voted to approve the change order. Members asked staff to gather more documentation on the contractor dispute before the council would consider any additional payments or city-funded corrections.
