City planners described the grant as a planning and prioritization award intended to study crash and pedestrian-safety data, identify sidewalk and crossing improvements, ADA ramps, signage, bicycle and pedestrian facilities, and to produce a prioritized project list for downtown and school connections. The grant requires a 20% local match (approximately $40,000), staff said.
Council members said the application notice had arrived within the previous week and that finding a match in a matter of days was unrealistic. One councilmember moved to table the application to allow time to identify match funding; the motion carried on a roll-call vote.
Staff and councilmembers suggested the city consider the program in a future cycle and look for potential partner funding sources or internal allocations to meet the match requirement if the grant opportunity recurs.
