Sunbury council readopts CDBG master files, approves 2024 services agreement

Sunbury City Council voted Monday to approve the city’s 2024 Community Development Block Grant (CDBG) services agreement and to readopt the CDBG program’s master files, city staff said during the meeting.
The council approved a services agreement for the city’s 2024 CDBG grant in the same $50,000 amount and scope previously described during the grant application process, a presenter told the council. The agreement covers the professional services the city hires to prepare the grant application and conduct required program activities.
Council members also approved a single readoption resolution covering required CDBG master files: an agent resolution authorizing the city’s CDBG administrator to submit documents on the city’s behalf; the citizen participation plan; the code of conduct and integrity policy; the language access plan; and the procurement policy. The procurement policy adopted at this readoption includes newly added conflict-of-interest language and a whistleblower protection section, staff told the council.
The presenter said the language access plan was readopted because updated census percentages changed threshold calculations; Sunbury remains below the 5% threshold that would require a full language-access plan but the readoption documents what the city would do if limited-English-proficiency residents request translated materials. The citizen participation plan specifies the public hearing schedule and comment handling required by the CDBG program, the presenter added.
Council members asked no substantive policy questions during the discussion and moved to adopt the documents together under one readoption resolution. Roll-call votes recorded during the meeting show council members voting in the affirmative for the readoption resolution and the services agreement.
The council was told that each of the adopted documents still requires signature by the appropriate officials. The presenter also reminded the council that the city will begin the 2025 CDBG application process later in the year and would return to the council with the 2025 scope of services for approval when application preparation begins.
