Trustees approve piggyback purchase for police responder pickup; board seeks more cost transparency on outfitting

Trustees voted Tuesday to authorize the district to piggyback on an existing bid to purchase a half‑ton police responder 4x4 pickup for the district police unit, after staff explained local bid response was limited.

Chief business and purchasing staff told trustees the solicitation drew only one formal bid from a local dealership, despite outreach to a number of dealerships in a broad radius. Purchasing staff explained dealerships sometimes decline to submit formal public bids and that the district had performed due diligence and collected quotes for comparison. The board also heard that outfitting a patrol vehicle (radios, lightbars, mobile data terminals and other police equipment) is typically procured separately, can add substantially to the total cost and often has long lead times.

Member Crystal Bristol (trustee) and Member Martinez pressed for greater transparency in the public record on total vehicle cost, asking the district to provide a breakdown showing the base vehicle cost and the separate outfitting quote(s). Purchase staff and the chief of police said the outfitting is budgeted and that the district's purchasing agent had collected comparative pricing prior to recommending the piggyback, but that the formal outfitting procures via quotes rather than a vehicle bid.

After discussion, Member Martinez moved to approve the item; the motion was seconded and carried unanimously. Trustees asked staff to provide the additional pricing details and to include fuller cost breakdowns with future fleet procurement agenda items.
