The Canal Winchester Landmarks Commission on June 23 approved application CA-25-024 to replace the roof of a four-unit apartment building constructed in 1921, with conditions that the existing chimney remain and that two tall red-painted roof vent stacks be cut down and painted black.
Staff told the commission the property was added to the Architecture Review District in February 2003 and that the applicant proposes GAF Timberline HDZ dimensional asphalt shingles; the applicant, Alec McLaughlin, said the color will be a “black composite” tone.
The commission required the chimney be retained and ordered that the two taller vent stacks be lowered to no more than 1 foot above the roof peak and painted to match the roof; commissioners also asked that other visible plumbing stacks be painted black.
Discussion focused on functionality and appearance of the roof penetrations. McLaughlin said the four units each historically had fireplaces that are now nonfunctional and that the chimneys are a maintenance issue; he said the owner prefers to retain the chimney rather than remove it. Commissioners and staff discussed whether the tall red pipes are plumbing stacks or furnace vents and recommended engineering or contractor verification before extensive work to alter them.
A motion to approve CA-25-024 with the stated conditions passed on a roll call vote with all present commissioners voting yes.
The commission’s conditions are limited to the certificate-of-appropriateness review; any work that affects building systems or requires mechanical code changes will need the appropriate permits and inspections.
