City staff and representatives from Waste Connections provided the council an update on the transition of solid‑waste service to Waste Connections.
Logan Hill, Waste Connections site manager and a Cibolo resident, told council his outreach team has contacted roughly 90% of downtown businesses and about 30% of commercial accounts within city limits. Hill said the operational transition has been largely smooth and that most commercial and residential services will not be interrupted during the changeover. He said Waste Connections aims to deliver the new carts with serial numbers so they can be tracked to each customer account.
City staff said Republic Services will coordinate removal of its carts and that Republic typically reclaims or disposes of older carts that exceed lifespan; staff emphasized Republic is not expected to leave equipment in the street. Residents who will be away during the changeover window (noted in the meeting as approximately July 7–20) can call the utility billing office to make arrangements so carts are not missed. Staff also said the new carts will be marked with Waste Connections branding and a colored‑lid system will distinguish trash and recycling containers (blue can/blue lid for trash; blue can/yellow lid for recycling), and that containers will be GPS‑encoded/serialized to the customer account.
City staff will arrange a council tour of the Mesquite Creek Recycling Facility and invited council members to provide dates; a tour date will be scheduled to match majority availability.
Why it matters: Transition of provider affects nearly all residents and businesses. Staff and Waste Connections described a plan to minimize service disruption and to provide traceable, serialized carts. Council asked that staff work with residents not available during the swap window and coordinate with Republic Services on cart reclamation.
