Citizens’ oversight committee reports completion of Measure KK projects, clean audit

Kathleen Boylan, chair of the Measure KK citizens’ oversight committee, presented the committee’s 2023–24 annual report to the Desert Sands Unified School District board on June 24, summarizing final projects and financial compliance for the 2014 bond.
“Measure KK was an approved $225,000,000 bond measure in 2014,” Boylan told trustees, and the committee’s role is to ensure bond proceeds are spent as specified by voters. She said the report covers the final bond series (phase 3) and highlights modernization at Truman Elementary and Carter Elementary and the conversion and modernization design for Adams Early Childhood Learning Center.
Boylan said construction is complete for most projects and that Adams Early Childhood Learning Center is in design. She told the board an independent audit by the CPA firm Eide Bailly resulted in a clean audit opinion and that the committee is confident taxpayers’ money was spent as intended.
District staff present for the update included Jordan Aquino and Patrick Cisneros, who provide routine program updates to the oversight committee. Board members thanked the committee for the report; no board action was required.
The oversight committee said future reports will begin to include projects from Measure A, which passed in March 2024 and will fund additional repairs, upgrades and new construction across district schools.
