Council approves facility-use agreement with Glendora American Little League

The Glendora City Council on June 24 approved a facility-use agreement among the City of Glendora, Glendora Unified School District, and Glendora American Little League (GALL) to govern use, maintenance, and operations of city and district sports fields.
Recreation Manager Annie Warner presented the agreement that formalizes responsibilities for the three parties. Under the agreement, GALL will prepare and maintain infield surfaces for games and practices, install and replace pitching mounds, provide bases and base plugs, line and drag fields, provide batting-cage equipment and maintain banners and scoreboards it installs, operate an on-site snack bar under applicable health codes, and require criminal-background checks for volunteers over age 18. The school district will retain sole responsibility for irrigation systems, water usage monitoring, and pest and weed control on district fields. The city will provide mowing and landscape services under contract (Mariposa/Posta), perform minor repairs to infield areas, provide graffiti abatement for city buildings, and provide porter (restroom cleaning) services; the porter costs will be proportionally divided among field users.
Fiscal details in the agreement include a $15 per-player fee assessed to GALL to offset ongoing maintenance; staff said that fee generated approximately $6,000 this year and will increase 5% annually effective July 1. Off-season (fall ball) field use will be charged hourly per the city fee schedule and is expected to generate roughly $6,000 based on last year’s usage; staff said these user fees cover only a portion of maintenance costs. GALL will be responsible for enhancements it installs — for example, turf fields, scoreboards, batting cages and picnic benches — and will pay for scoreboard replacements and related amenities it solely uses.
Councilmembers praised staff for completing the long-outstanding agreement. No members of the public spoke on the item. Councilmember Michael moved and Mendel seconded; the motion carried 5-0. Staff are authorized to execute the agreement and make minor non-substantive edits as needed.
Warner and councilmembers noted the agreement follows a renewed joint-use agreement between the district and city and is the first of several league-specific agreements to be finalized, with other youth sports leagues to follow similar processes.
