The Goodyear City Council on June 23 approved a second amendment to the Airport Gateway comprehensive sign package that adds a single-tenant freeway pylon sign design and sign standards tailored to a large retail user with fueling pumps, including canopy signage sizes.
Planning staff said the Airport Gateway CSP covers about 200 acres of mixed-use industrial, commercial and residential zoning. A 71-acre portion was rezoned in 2024 with a PAD overlay allowing a large retail user with gasoline fueling—identified in the record as the type of project the CSP anticipates. The PAD permit included a provision limiting freeway pylon signs to 85 feet in height and allowing a single-user pylon for a qualifying large retail user with fueling.
The council packet showed a proposed single-tenant freeway pylon that includes "Goodyear" in its design. Staff noted the proposed pylon is within the 85-foot cap and would be an on‑premise sign. The second part of the amendment establishes sign sizes for fuel canopies and other features not covered by standard Article 7 sign rules because Goodyear has not previously had a 50,000‑square‑foot retailer with extensive fueling infrastructure.
Planning and Zoning Commission recommended approval; staff found no major concerns. There were no public speakers. Council approved the CSP amendment 7-0.
Staff will incorporate the approved sign standards into the Airport Gateway CSP so that any qualifying large retail user with gas can be permitted consistent with the approved allowances and stipulations.
