Committee advances ordinance to replace Buckner Tarsley Road bridge, seeks insurer tender to cover bid shortfall

A Jackson County Legislature committee recommended perfection of Ordinance 5988, which would rescind Resolution 21697 and advance replacement of the Buckner Tarsley Road bridge over Prairie Creek. The ordinance as presented would authorize the County Executive to execute a tender agreement with Liberty Mutual Insurance Company for $239,495.18 and to execute a construction agreement with Rodmacher Brothers Excavating Inc. at a county cost not to exceed $1,586,594.
The project replaces an existing double-span steel bridge just north of the city of Buckner with a single-span prestressed concrete structure, according to Rick Johnson of the county public works engineering division. "The new single span will provide opportunity for more open area flow with Prairie Creek through the structure and reduce the chances of clogging," Johnson said.
Johnson told the committee Olsen Associates completed design plans in 2023. Bids opened under Invitation to Bid (ITB) 24037 on June 25, 2024; Phillips Hardy of Columbia submitted the low bid at $1,347,099 and Rodmacher Brothers Excavating of Pleasant Hill submitted a higher bid of $1,586,595. The legislature previously awarded the contract to Phillips Hardy via Resolution 21697 in August 2024 and contracts were executed in October 2024. At a November pre-construction meeting, Phillips Hardy requested a delay to spring 2025. In February, the bonding company informed county staff that Phillips Hardy could not fulfill the contract and provided a tender agreement to cover the bid difference.
"The county waived the obligations of the original contract with Phillips Hardy," Johnson said. "The county executed contract with the second low bidder, Rodmacher Construction, and the bonding company will pay the shortfall difference between the high bid and the second bid for $239,495.18." Johnson also said Rodmacher confirmed it would honor the unit prices it submitted in 2024 and that the company holds current tax and good-standing certificates with the State of Missouri.
Committee members asked questions about background and process before moving to recommend perfection. A motion to recommend perfection carried on an affirmative voice vote. Committee members were told construction would close Buckner Tarsley Road for a maximum of 182 days and that the project is fully funded by the county.
The ordinance, if perfected by the committee, will move to the full legislature for final action.
