Council hears proposal to create municipal scrap-tire program to track tire disposal

Terrell staff presented Ordinance No. 3113 on June 24 to add a scrap-tire program to the city’s business regulations (Chapter 5, new chapter 18). The proposal would encourage tire shops to register and manifest scrap-tire shipments to improve tracking and help county efforts to control illegal dumping.
Raylan Smith told council the city has multiple tire shops and has coordinated with Kaufman County officials on concerns about dumping sites. The draft ordinance would require manifesting and registration to provide transparency about where tires are transported and disposed. Council heard the presentation as a housekeeping/regulatory item and did not adopt the ordinance at the meeting; staff will return with the item for formal action.
Staff said the program is intended to assist Kaufman County’s ongoing enforcement and monitoring work by creating local registration and manifest requirements for tire-handling businesses.
