Council discusses creation of PID to reimburse developer for Arboretum Estates infrastructure

City staff outlined plans to create Public Improvement District No. 6 (Arboretum Estates) to reimburse a developer for water, sewer and streets; council will consider a resolution and public hearings in July and August.
City staff on June 24 updated the Terrell City Council on plans to form Arboretum Estates Public Improvement District No. 6 to reimburse a developer for infrastructure work on the Phase 1 portion of the project.
Planner Jana (presenting) said Phase 1 covers roughly 114 acres and 512 lots under construction. Work is underway on a water line and streets. Staff described the PID as the funding mechanism the city will use to reimburse the developer for accepted public improvements. The preliminary service and assessment plan and proposed assessment rolls will be filed for public inspection as part of the PID formation process.
Staff told council they will return on July 1 with a resolution and an agreement; the item includes calls for two public hearings scheduled for Aug. 5 to consider ordinances levying assessments within the PID. The council did not take final action at this meeting; staff provided the update and affirmed that infrastructure elements such as water, sewer and streets are the types of improvements the PID would reimburse.
