The Lowell Conservation Commission voted to issue a certificate of compliance (COC) to Atlantic Oliver 240 Industrial Ave. East for work completed under a previously issued order of conditions.
Jared Grama, civil engineer with Allen & Major Associates representing the applicant, told the commission the work—minor loading-dock reconstruction and related limited disturbance on the northeast side of the property—was completed and stabilized per the approved plans. “Everything’s per our approved plans. So we’re here to request the certificate of compliance for the work that was done,” Grama said.
A commission member described the finished work as “a vast improvement,” noting stabilization and improved condition of the loading dock corner. A motion to grant the certificate of compliance was made, seconded and approved by voice vote.
The COC closes out the order of conditions issued in April (noted in the application as April 17, 2024, following an approval dated March 19, 2024) for the redevelopment and parking-area modifications at the site. The commission recorded that as‑built plans and site photos were submitted and that the site appears stabilized and consistent with approved controls.
