Pasco MPO adopts $560 million FY26–30 Transportation Improvement Program; finalizes 2025 project priorities

The Pasco County Metropolitan Planning Organization adopted its final FY2026–2030 Transportation Improvement Program and finalized the MPO's 2025 List of Project Priorities at the board meeting on June 25. The TIP lists more than $560,000,000 in planned transportation investment over the five-year period and will be submitted to the Florida Department of Transportation for program delivery.
Scott Barry, Pasco MPO staff, told the board the TIP is unchanged from the draft previously reviewed: "The project list contained in this final TIP is unchanged from the list included in the draft version that was presented to this board for review and discussion last month." The board voted to adopt the TIP by voice vote after a motion and second; the clerk recorded the motion as approved.
At the same meeting the MPO finalized its 2025 List of Project Priories. Staff recommended removal of five projects from the priority list because those projects now have funding in the county's capital improvement plan. The projects noted for removal include Bellamy Brothers safety improvements; Hicks Road; Cubelous Road; Morris Bridge Road widening; and Overpass Road four‑lane construction. The board also approved a change to the limits of the Old Dixie Highway project, extending its northern terminus to Arepika Road.
Board members and advisory committees had reviewed the draft lists in advance. James Mallow, chairman of the Citizens Advisory Committee, and Ben Cadwadikuri, vice chairman of the Technical Advisory Committee, both reported their committees affirmed the MPO staff recommendations during earlier advisory meetings.
The TIP and final priority list are the MPO's short‑term funding priorities and will guide FDOT programming and county capital planning for the next five fiscal years. With adoption complete, staff said the documents and project lists will be posted and shared with partner agencies for implementation and scheduling.
