Mr. Rayum, a city staff member, briefed the council and described the TIP as a planning document the city uses to communicate projects and needs to the regional organization SCOG for inclusion in state planning. He emphasized that the document is for planning purposes, not a capital facilities plan, and noted a clerical error in year-by-year revenue totals that staff corrected before the vote.
Councilmember Young moved to approve Ordinance 5001; a second was recorded. During roll call, Young, Cleland McGrath, Moulton, McDougall and Fantini voted yes. The council voted to adopt the ordinance; the mayor announced the motion carried.
Staff said the TIP is due to SCOG by July 1 and that the document will inform state and regional programming. Council discussion included thanks for the condensed project-summary presentation and affirmations that specific capital-facilities decisions would be addressed in their separate process.
Ordinance 5001 was adopted by council vote; the meeting record does not indicate additional amendments or follow-up deadlines beyond the July 1 submission to SCOG.
