Budget committee approves amended gift resolution for two procurement staff to attend NASPO conference

Deputy Director Carrie Castle of the Department of Budget and Fiscal Services said the department values the invitation and expects the conference to provide networking and training for front‑line buyers. "We value this opportunity to send 2 of our employees," Castle said. Paula Youngling, the city purchasing administrator, explained the selection process: the State Procurement Office provided two invitations through Bonnie Kahukia, the department limited eligibility to senior buyers across five sections, and "only 2 people volunteered to attend," so those two were selected.
The committee considered a hand‑carried CD1 version of the resolution (OCS 2025‑529/06/23/2025 08:29 a.m.) that made several non‑substantive and clarifying edits and adjusted the declared gift value to "up to $5,600" to match the attached declaration of gift form. The CD1 divided and clarified whereas clauses, revised departmental communication references, changed certain words for consistency with NASPO descriptions, and listed the mayor as a recipient of a transmitted copy. The chair recommended the amended resolution be reported out for adoption; members raised no objections and the chair ordered it amended and reported out for adoption.
No registered or remote public testifiers addressed the resolution during the meeting. The resolution includes an exhibit (declaration of gift form) attached to the file; the committee record shows the item was amended to CD1 and advanced to the council for adoption.
