Council hears ongoing drainage complaints on 1,200 block of Hagen Road; city says some issues are private responsibilities

City staff reported persistent drainage and erosion concerns along the 1,200 block of Hagen Road and told the council the city currently has limited options to correct some of the problems.
Staff said the city previously constructed a concrete sidewall for drainage in the area, but a homeowner reported settling and erosion where the concrete headwall ends near the homeowner's fence. The homeowner told staff he believes lot‑to‑lot drainage and an "underground spring" are contributing factors.
"Unfortunately, the city doesn't have any options at its disposal for correction of those two issues at this time," staff said, explaining that lot‑to‑lot drainage or naturally occurring groundwater is generally the responsibility of private property owners or the developer who graded the lots. City engineers are continuing to evaluate possible solutions for erosion occurring along the back side of the headwall.
Council members urged staff to continue exploring fixes for erosion where the concrete wall abuts private property and thanked the public works crews for ongoing stormwater response; no formal action was taken at the meeting.
