"What they're proposing is a not to exceed cost of 63,500, which would include conceptual plans and layouts for both street and stormwater," City staff said during the meeting.
The council discussed funding sources and was told the study can be paid from existing stormwater funds. Staff also noted representatives from the engineering firm referenced in the record as "half" were present to answer questions. After discussion, a council member moved to authorize staff to proceed with that scope of work; the motion carried on a voice vote.
Separately, the council convened an executive session under Texas Government Code Section 551.072 to discuss the possible purchase, exchange, lease or value of real property on or about Deuce Drive. The mayor read the statutory basis for the executive session: "Pursuant to chapter 551, Texas government code, the city council reserves the right to convene to executive session." The council reconvened to open session at 7:35 p.m. and announced no action coming out of executive session.
Staff told the council the design-phase deliverables are the first step before determining a construction path, including special assessments or other funding strategies. The council did not set a construction timeline; further decisions will follow review of the design deliverables.
Two residents had previously raised stormwater and street concerns for 107 Deuce Drive and the full length of Deuce Drive, and staff said the engineering scope will address both street geometry and stormwater solutions.
