City Attorney Tom Trask read the title for the second and final reading of Ordinance 25‑7‑34, which amends Chapter 36, Article 5 of the Port Richey code to modify the roadways on which golf carts may operate and to remove redundant subsections. The council adopted the ordinance after a public hearing with no speakers.
Council members discussed whether to retain in local code the 20‑mph numeric speed limitation for golf carts. One council member noted the 20‑mph language remains in the ordinance and asked whether the city should instead rely on Florida statute, which governs allowable speeds and equipment for low‑speed vehicles. A city attorney responded that removing or changing the numeric speed would be a substantive change to the ordinance and would require an additional reading.
The council approved the ordinance as written; staff said any future change to the numeric limit would require returning the ordinance for further readings. The ordinance also clarified where golf carts may operate within the city and removed repetitive code language.
