Council approves first readings of new city code, Title 17 amendments and 2024 International Codes
Summary
At its meeting the Mills City Council approved first readings for a new city code (Ordinance 8-22), amendments to Title 17 (Ordinance 8-23), and first readings adopting multiple 2024 International Codes, including building, mechanical, plumbing, fire, energy and existing building codes (Ordinances 8-25 through 8-30).
Mills City Council moved forward on a package of code updates, approving first readings of a new city code and several adoptions of the 2024 International Code Council model codes.
The council approved on first reading Ordinance No. 8-22, which adopts a new city code for Mills; Ordinance No. 8-23, which amends provisions of Title 17 (zoning and subdivisions) and repeals and incorporates prior ordinance language; and Ordinances No. 8-25 through 8-30, which adopt the 2024 International Building Code, the 2024 International Mechanical Code, the 2024 International Plumbing Code, the 2024 International Fire Code, the 2024 International Energy Conservation Code, and the 2024 International Existing Building Code, respectively.
Council members moved and seconded the measures by voice vote and the record shows the motions passed on first reading. Council members noted that ordinances require subsequent readings or recording with the city clerk before they take full effect. No substantive public testimony on these ordinances was presented during the meeting.
The package is intended to update local regulations and align building and safety standards with the 2024 model codes used widely by municipalities. The Title 17 amendments were presented as part of ongoing zoning and subdivision code updates; staff indicated additional review steps, including planning and zoning considerations, will continue as ordinances proceed to final adoption.
