During discussion a council member noted FDOT’s written condition that “the HLRMOA limits design fees to 10% of project installation total,” and that if the city estimates $50,000 in design fees FDOT would reimburse only up to 10% of the installation total, leaving a shortfall for design costs. Staff said that FDOT will reimburse design fees up to the stated limit and that the city would need to supply any excess.
Staff described the submission as an initial request that will include a plan option for either center medians or outside right-of-way landscaping. The MOA will allow staff to begin design and to submit final scopes and budgets to FDOT for approval.
The motion to approve the MOA carried by voice vote. Council members asked staff to track design-cost reimbursement and to plan for scenarios where FDOT’s 10% cap would require additional local funding.
