Liquor commission approves Cafe Parley bar license; owners can seek state liquor, gaming permits

The Kane County Liquor Commission on June 25 approved a Class C bar license for Cafe Parley LLC, clearing the way for the applicants to pursue a state liquor license and an Illinois video-gaming permit.

The license application, presented by county staff attorney Michael O'Brien, lists Kyle Lazar and Kevin Lazar as 50% owners of Cafe Parley LLC and names Kyle Lazar as the on-premises manager. O'Brien told commissioners the application materials met the county’s Liquor Control Ordinance requirements, including BASSET certificates, background checks and fingerprinting, and liability insurance of $1,000,000 for general and liquor liability.

The business plans to operate primarily as a video-gaming facility with six video-gaming terminals, a small service bar and roughly 800 square feet of space. Kyle Lazar said the establishment’s beer sales are “extremely low” and exist principally because state rules require a retail liquor license to obtain a video-gaming license.

Commissioner Linder moved approval of the application; the roll-call vote recorded Berman, Pius, Linder and Surges voting yes. The motion passed, and O'Brien noted that after local approval the applicant may apply to the Illinois Liquor Control Commission for a state retail license and to the Illinois gaming authority for video-gaming permits.

The application includes a lease with JW McConaughey Properties LLC that runs through Dec. 31, 2027. Staff said the applicants provided the required insurance certificates and BASSET training certificates for servers and managers.

With local approval granted, the applicants’ next steps are applying for state licensing and any required gaming permits. If those state approvals are obtained, the county’s local license would remain subject to the Liquor Control Ordinance and any county-imposed restrictions or subsequent enforcement action.
