Resident requests evening meeting on Richard community flooding; commissioners say jurisdiction limited

Kevin Daley of the Richard community told the Monongalia County Commission on June 25 that 11 homeowners signed a petition requesting an evening meeting to address at least seven unresolved issues involving flooding, drainage and Department of Highways (DOH) matters.
Daley asked that the commission convene an evening meeting with the county’s floodplain administrator, a representative of the DOH and any other relevant agencies. He said many affected residents are working and cannot attend daytime meetings.
Commissioners responded that several of the petition items appear to involve private property, leach beds and DOH jurisdiction. Commissioner Bloom (referenced in the discussion) said the county has limited authority over private property matters. The commission acknowledged the problem and said it would continue reaching out to involved parties; county officials encouraged Daley to stay for the remainder of the meeting so the commission could address the matter in its later comments.
Floodplain administrator Hap Sparinger was named by Daley as a responsive county official who has been involved in the matters. Commissioners said they would continue attempting to bring responsible agencies to the table but emphasized the limits of the county’s direct authority when issues involve private property or DOH infrastructure.
