Monongalia County approves part-time assistant prosecutor and three staff hires

Monongalia County Commissioners on June 25 approved a set of personnel hires that includes a part-time assistant prosecuting attorney to handle civil work and three additional county staff positions.
The hiring follows the departure of a previous staffer who had handled civil matters in the prosecutor’s office. The prosecutor’s office asked the commission to approve bringing on Bader Guggenbach as a part‑time assistant prosecuting attorney, limited to no more than 19 hours per week and not eligible for benefits if approved. The commission moved and seconded the hire and voted in favor.
The commission also approved the hiring of two part‑time relief workers for the youth services center: Jamie Torres, starting July 1 at $16.40 per hour, and Candace Mullins, starting July 2 at $14.40 per hour. Separately, Andrew Bell was approved as the county’s new full‑time litter control officer, an exempt, benefit‑eligible position with an annual salary set at $43,000.
The prosecutor’s office said the part‑time hire is intended to absorb civil casework the office could not sustain after a staff departure. During the meeting, a commissioner praised the candidate: “Bader’s an incredibly competent attorney,” and added they had known him for years.
All personnel motions were moved, seconded and approved by voice vote. No additional personnel items were listed on the consent agenda for the meeting.
