The petition, Daly said, was filed because many residents work daytime hours and cannot attend weekday meetings; he asked the commission to invite the county floodplain administrator, a Department of Highways (DOH) representative and any other relevant agencies to attend. Daly said there could have been “20 more” signatures from tenants who did not sign the homeowners’ petition.
County Administrator Reneta McClure told Daly that public-comment rules prevent commissioners from responding during the comment period but asked him to remain until the end of the meeting so the commission could address the request in its reports. Commissioner Tom (first name only in transcript) and Commissioner Bloom said the county lacks authority over many of the items because several concerns involve private property, leach beds and state road infrastructure that fall under the DOH or other state agencies. Commissioner Bloom said the county will continue trying to convene the parties that can act.
Haps Behringer, identified in public remarks as the county floodplain administrator and referenced positively by Daly, was named as a responsive county contact. Commissioners noted that while the county can request that state or utility agencies attend a meeting, final decisions about road crossings or other actions that require DOH approval rest with the DOH district engineer.
No formal motion or vote followed the public comment. Commissioners described the matter as an ongoing coordination effort rather than one the county can resolve unilaterally and said staff and the floodplain administrator would continue outreach to the DOH and other parties.
The petition and a request for an evening meeting were left with county staff for follow-up; commissioners invited Daly and other residents to stay for the later part of the meeting so the commission could address next steps.
