A Bedford County financial management committee voted to forward the proposed 2025-26 budget and a package of accompanying resolutions to a special-call county commission meeting for final action, with a recommendation to approve.
The committee also heard that the county's tax levy would remain unchanged at 2.3252 and that the audit committee had reported no audit findings that require corrective action.
The packet forwarded to the commission includes a tax-levy resolution setting the rate at 2.3252, an appropriation resolution aligning departmental summaries with the proposed budget, a resolution appropriating funds for nonprofits at last year’s level, and a separate resolution authorizing 10% additional compensation to certain court clerks who serve two courts. The committee chair said the tax rate is “the same as last year. Right. So no rate change.”
Other items in the resolution package include education incentive payments for full-time elected officials (partially funded through CTAS), procedures for federal education grant approvals that route budgets through the state, highway-department authorizations for city-and-county work, and procedures to segregate and manage interest earned on opioid settlement funds. The litter grant was included in the housekeeping resolutions so staff would not need to return later in the year to seek approval.
Finance staff discussed mineral-severance receipts and a recent state law change that affects how those receipts may be allocated toward the highway road fund. Mark, a county finance staff member, said staff will coordinate with the county attorney and return to the commission with recommendations, noting the law could materially increase funds available for road projects.
The committee also moved the audit committee’s report — which the presenters said contained no audit findings — to the commission record to satisfy audit requirements.
The special-call commission meeting to act on the budget and resolutions is scheduled for 7:00 p.m. Thursday, with a financial management committee session at 6:30 p.m. to consider last-minute cleanup amendments.
Members voted to send the full package to the commission with a favorable recommendation; no opposing votes were recorded in committee.
