"The town has been awarded a matching grant from the Northern Borders program," the town manager told the board, adding the study will analyze economic impact and what the town would like to see for development in the Bow Mills area. "We were applying for this grant to perform a feasibility study, on what the economic impact would be on extending water to the Bow Mills, mixed use district. ... We received that, so we'll be putting together an RFP and getting that out soon," the manager said.
The manager said the study will assess the economic value of extending water service and what form of development the town wants to encourage in Bow Mills; details such as the grant match amount, timeline for the study, and specific scope were not specified during the meeting. Board members did not take a formal vote on the study at the session; the manager said staff will prepare a request for proposals to solicit consulting firms.
Cindy Clevens of the town’s Drinking Water Committee was mentioned as assisting with a separate water system matter later in the meeting, but no technical consultants were named for the Bow Mills feasibility study during the June 23 discussion.
The town intends to release an RFP and proceed with the study after completing necessary grant‑administration steps and defining the scope.
