Anoka County approves Fridley reconstruction right-of-way actions, advances intersection design and supports Metro Micro expansion

Anoka County’s board moved forward on several transportation projects, including right-of-way work and acquisitions in Fridley, a professional services contract for an intersection design in Ham Lake, and a contract to paint signal systems; commissioners also heard about a planned Metro Transit “Metro Micro” service expansion to the north suburbs.
The board approved two related resolutions for a Fridley project: Resolution 2025-TR20 authorizing preparation of a highway right-of-way plat and Resolution 2025-TR21 authorizing acquisition of that right-of-way. The project will reconstruct a section from East River Road to Trunk Highway 47, converting an undivided four-lane roadway to a two-lane roadway with turn lanes, curb and gutter, drainage improvements and other safety enhancements.
The board also approved contract C0011620, a professional-services agreement with WSB for $215,344.32 for design, environmental documentation and final design of an intersection project at Bunker Lake Boulevard and Naples Street in Ham Lake; the project is scheduled for construction in 2028. In a separate action the board approved contract C0011642 with Cobalt Coatings for $139,850 to repaint 10 signal systems in Blaine and another city.
Commissioner Jepsen reported the transportation committee authorized the county engineer to negotiate a joint-powers agreement with the city of Andover for an intersection improvement and to place orders for heavy equipment (plow trucks, signal aerial trucks, sign shop paint truck and a parks dump truck) to lock in prices for 2026 purchases.
Jepsen also summarized Metro Transit’s planned Metro Micro expansion to parts of Spring Lake Park, Blaine and Coon Rapids (service area to be finalized in the coming weeks). The small-bus on-demand service is slated to operate seven days a week with weekday hours about 5:30 a.m.–10:30 p.m. and weekend hours about 7 a.m.–10:30 p.m.; fares will range from about $2.50 to $3.25 depending on time of day with reduced fares for seniors, youth and riders with disabilities. Operations and outreach work is scheduled in July–August with service planned to begin in September.
All actions were approved in roll call votes recorded as unanimous.
