The agreement “indicates that the Laclede Water District assumes all responsibility, liability, and direct costs,” a participant summarized during the meeting. Director Matt Zoller told the board the county’s obligation is limited: “the only responsibility of the county is to be the applicant on the permit.” Brent, representing the water district, and Shane Slate, the district’s environmental permitting lead, joined by phone to answer questions.
Board members also noted that county legal counsel had reviewed the document; the transcript records that Bill Wilson approved the agreement in its current state. The county and district discussed that indirect costs — for example, county staff time spent assisting with the application — may be incurred by the county but that direct costs and liability would be borne by the water district.
The board moved to approve the land-use agreement “as presented.” The roll-call vote recorded in the meeting transcript shows Board Member Williams voting yes and Board Member Barnes voting yes; the motion was recorded as approved.
Officials said one item of land-use information remains pending and could not be resolved during the meeting. The board indicated it would wait for any additional comments from the water-district representatives before finalizing any follow-up steps. The agreement, as approved, directs the county to act as the applicant for the IDL filing while the Laclede Water District retains operational responsibility for its intake line and associated equipment.
