Finance director: Shelton’s unreserved fund balance up about $607,000 through April

Terry Pincher, Shelton’s finance director, presented the city’s April 2025 financial report at the June 17 council meeting and said the unreserved fund balance was approximately $2,500,000, a $607,000 increase from the city’s earlier projection.
Pincher said property-tax revenue is tracking near the budgeted projection of about $33,000,000; sales-and-use tax showed an unfavorable variance of about $73,000 but had improved from March. Year-to-date revenues were running about $311,000 above the original budget.
On expenditures, Pincher said the 2025 estimated actual for general-fund expenditures was roughly $16,000,000, about $295,000 under the adopted budget. He noted that some departments — community development and public works — showed unfavorable variances because of unfilled positions and contracted work.
Pincher reported citywide estimated fund balances of about $21,000,000 (down from the originally budgeted $26.8 million for the same comparison) and said those figures will inform preparations for the 2026 budget. He also reported vacant positions of about 1.5 full-time equivalents in the general fund and about 5.5 positions across other city funds.
Council members asked clarifying questions; no budget amendments or formal actions were taken at the meeting.
